AIJRF Launches Advanced Training Program: Government Leadership and Agentic AI Skills (GLAAI)

The Artificial Intelligence Journalism for Research and Forecasting (AIJRF), a pioneering scientific, research, and applied institution specializing in artificial intelligence studies and applications, as well as Fourth and Fifth Industrial Revolution technologies since its establishment in Dubai in 2018, has announced the launch of an advanced applied training program: Government Leadership and Agentic AI Skills (GLAAI).

The program aims to equip government leaders, department directors, and decision-makers with the knowledge and practical skills needed to leverage Agentic AI technologies to modernize government management systems, empower human capital, manage teams, strengthen strategic planning, and enhance institutional performance and decision-making.

Officially titled Applied Training Program: Government Leadership and Agentic AI Skills (GLAAI), the initiative forms part of AIJRF’s efforts to develop specialized, hands-on training programs that help government institutions transition from the individual use of generative AI tools to building and managing integrated teams of human employees and specialized AI agents.

Government Leadership and Agentic AI Skills (GLAAI): These AI agents can perform multiple tasks, coordinate workflows, analyze data, and generate recommendations under the supervision of government leaders and officials.

The program introduces an advanced approach to intelligent government leadership, focusing on strengthening executives’ capabilities to manage hybrid teams that combine human expertise with specialized AI agents. This approach supports the development of more agile and efficient working environments, enhances institutional responsiveness to operational and technological changes, and contributes to improving the quality of public services.

Leading Teams of AI Agents

Government Leadership and Agentic AI Skills (GLAAI) focuses on driving a practical transformation in government leadership skills by enabling participants to design specialized AI agents, assign roles and responsibilities, define levels of authority and operational autonomy, and establish mechanisms for coordination, monitoring, and performance evaluation.

These capabilities will allow government leaders to build intelligent, multidisciplinary teams in which human professionals and AI agents collaborate effectively.

Participants will gain practical experience in integrating AI agents into daily government operations, including workforce and resource management, strategic planning, monitoring government initiatives, analyzing key performance indicators (KPIs), and understanding the needs and expectations of the public and government service users.

Government Leadership and Agentic AI Skills (GLAAI) also covers the preparation of executive reports and evidence-based recommendations to support decision-making.

Furthermore, the program emphasizes the development of leadership skills required to direct human and virtual teams, allocate appropriate tasks to each, define responsibilities, and establish human intervention and approval points.

This approach preserves the central role of human leadership in institutional oversight, governance, and decision-making.

80% Hands-On Training Using 10 Advanced Agentic AI Tools

Government Leadership and Agentic AI Skills (GLAAI) adopts an executive, practice-oriented training methodology, with 20% dedicated to foundational concepts and knowledge and 80% focused on hands-on applications, including the design, development, and management of AI agents.

Participants will receive practical training on 10 advanced Agentic AI tools and applications, selected and customized according to the nature of each government institution, its functional sectors, departmental requirements, and the specific tasks it aims to improve or automate.

Government Leadership and Agentic AI Skills (GLAAI) runs for three to five training days, comprising 12 to 15 hours of practical training, depending on the number of participating teams, the government sector involved, and the level of specialization and applications required.

AIJRF offers the program through in-person training sessions or interactive online platforms. Customized institutional versions are also available to address the specific operational challenges, strategic objectives, and organizational requirements of individual government entities.

Rather than focusing solely on introducing emerging technologies, the program incorporates real-world projects and simulated government workplace scenarios. This approach provides participants with direct opportunities to build AI agents and experiment with their use in managing tasks, processes, and institutional workflows.

Six Key Areas for Developing Agentic AI Skills

The program covers six practical areas directly related to the responsibilities of government leaders.

  1. Managing Government Teams with Agentic AI

This area focuses on developing leadership capabilities to design and manage hybrid teams, distribute responsibilities between employees and AI agents, strengthen coordination, and monitor task completion and operational performance.

  1. Human Capital and Institutional Talent Empowerment

Participants will learn how to analyze workforce skills and professional experience, identify competency gaps, recommend professional development and training pathways, and improve the allocation of roles and responsibilities according to organizational needs.

  1. Intelligent Government Strategic Planning

This area explores the use of AI agents to design government strategic plans, analyze institutional objectives and initiatives, develop key performance indicators (KPIs), monitor implementation progress, identify performance deviations and risks, and support evaluation and strategic foresight.

  1. Public Insights and Government Service User Experience

Participants will develop specialized AI agents capable of analyzing public needs, service user feedback, complaints, and suggestions.

These agents can identify general trends and generate recommendations to improve the quality, responsiveness, and effectiveness of government services.

  1. Decision-Making Support and Institutional Performance

This component focuses on developing intelligent tools to prepare executive reports and briefings, analyze information, compare alternative scenarios, and generate evidence-based recommendations.

Human oversight, review, and approval remain essential components of the decision-making process.

  1. Building Multi-Agent Systems

Participants will explore the design and management of virtual teams of specialized AI agents, known as Multi-Agent Teams.

They will learn how to connect agents through coordinated workflows, enabling management, strategy, human resources, public insights, and institutional performance functions to operate within an integrated intelligent system.

Final Project: Building an Integrated Team of AI Agents

The final project is one of the program’s most significant practical components.

Participants will design a functional prototype of a Government Leadership Multi-Agent Office, an intelligent virtual office composed of specialized AI agents supporting executive and operational management tasks.

The prototype brings together multiple AI agents, each assigned a specific organizational function, with the ability to coordinate and execute interconnected tasks in support of government leadership.

The agents that participants may develop during the program include:

  1. Executive Assistant Agent

An intelligent agent designed to prepare executive reports and briefings, organize priorities, and monitor tasks and assignments.

  1. Human Capital Agent

A specialized agent that analyzes workforce competencies, professional skills, and development gaps while supporting human resource planning and talent development.

  1. Strategy & Performance Agent

An AI agent responsible for monitoring government initiatives, tracking performance indicators, and analyzing operational risks, deviations, and progress toward strategic objectives.

  1. Public Insights Agent

An intelligent agent designed to analyze public trends, service user needs, and feedback, and generate recommendations to improve government services and user experience.

  1. Government Leadership Orchestrator Agent

A coordinating agent responsible for organizing collaboration among specialized AI agents, consolidating their outputs, and preparing integrated reports and recommendations for government leaders.

Through this project, participants will move beyond learning how to use AI tools to assuming the role of leaders who design intelligent operational systems, define their functions and responsibilities, and monitor their performance.

The prototypes developed during the training can subsequently be enhanced and transformed into institutional applications within government entities, subject to governance, data protection, and information security requirements, as well as the completion of the necessary assessments and approvals.

The program ultimately aims to empower government leaders to move from using individual AI tools to designing, managing, and leading integrated teams of intelligent AI agents, while maintaining human leadership, accountability, and oversight as essential foundations of government operations.
